Shimon Samuels was born in England. He holds a BA in Political Science from the Hebrew University of Jerusalem, a M.Sc. (Econ.) in International Relations from the London School of Economics and a doctorate from a combined program at the Universities of Pennsylvania and Paris. He was appointed successively Deputy Director of the Leonard Davis Institute for International Relations at Hebrew University, European Director of the Anti-Defamation League based in Paris and Israel Director of the American Jewish Committee. He was made Chevalier of the Legion d'Honneur by President Jacques Chirac and member of the Anglo-American Press Association of Paris.
